Govt to Establish Pakistan’s First Central Data Regulator Authority – Bloom Pakistan

Pakistan is set to strengthen its digital governance framework as the Pakistan Digital Authority (PDA) has decided to establish a central data regulator to oversee data governance across all federal institutions, marking a major step toward building a more transparent and data-driven public sector.
According to official plans, the new regulator will monitor data governance practices across federal ministries and departments. Every federal institution will also be required to appoint a Chief Data Officer (CDO) responsible for ensuring compliance with national data standards, improving data quality, and enabling secure data sharing across government entities.
In a move aimed at boosting transparency and accountability, the government will publish the annual data governance performance of all federal institutions, allowing the public to assess how effectively agencies manage and protect government data.
The initiative is part of the broader implementation of the Digital Nation Pakistan Act 2025, under which the Pakistan Digital Authority serves as the country’s apex body for digital governance, data regulation, and public-sector digital transformation.
The PDA is tasked with developing the National Data Strategy, enforcing data governance standards, and building secure, interoperable digital public infrastructure across Pakistan.

The authority has also been working to recruit senior technology leaders, including a national Chief Data Officer, to design Pakistan’s Data Governance Framework covering data classification, interoperability, metadata standards, and lifecycle management for government institutions.
Officials believe the reforms will improve evidence-based policymaking, enhance public service delivery, strengthen cybersecurity and privacy safeguards, and increase public trust through greater transparency in how government data is managed.
The move also aligns Pakistan with international best practices in digital governance as the country accelerates its transition toward a digitally integrated economy and government.
