Starting Today, October 30, 2026, Shell Gas Stations Change Management: What Happens to Fuel, Prices, and Customer Service?
The Shell gas station business in Indonesia is transitioning to PT Isla Energy Indonesia, owned by the Sefas Group. Here is the outlook for fuel supply, pricing, and customer service.
JAKARTA, Aktualita.co – The Shell gas station business in Indonesia enters a new chapter on Friday (October 30, 2026). PT Shell Indonesia has scheduled the transfer of its gas station business to PT Isla Energy Indonesia as part of the ownership change process to the Sefas Group.
This change raises questions for consumers who have been using Shell fuel. Will Shell gas stations continue to operate, what is the fate of currently unavailable fuel products, and will the change in management affect selling prices?
Shell previously confirmed that its brand will remain present in Indonesia through a licensing agreement. However, the continuity of the brand and service does not necessarily mean that the fuel supply issues experienced in recent months have been resolved.
In a notice to customers in early October, Shell stated that the changes related to the ownership transition were scheduled to take effect on October 30, 2026, once the transfer process is complete.
“Once the transfer process is complete, the changes related to this transition will become effective on October 30, 2026.”
Although the effective date has been announced, the final completion of the transaction remains subject to legal processes and requirements that must be met by the parties involved.
This business transfer is not a sudden decision. Shell has announced plans to divest its gas station business in Indonesia since May 2025.
At that time, the company stated that the business would be transferred to a joint venture involving Citadel Pacific Limited and the Sefas Group.
Developments changed in August 2026 when the Sefas Group announced an agreement to acquire 100 percent of Shell’s gas station business in Indonesia, while still complying with regulatory provisions and transaction requirements.
The operational and business transfer was then directed through PT Isla Energy Indonesia.
The process involved separating the gas station business from the lubricant business of PT Shell Indonesia. In the corporate world, this step is known as a spin-down, which is the separation of a business unit into a distinct legal structure before the ownership transfer transaction is completed.
Thus, Shell’s gas station business and lubricant business in Indonesia will eventually be under different management structures.
Based on data announced by Shell in May 2025, the business network included in the transfer plan covers approximately 200 gas station locations. More than 160 of these are company-owned stations. The business also includes fuel supply and distribution activities as well as a fuel terminal in Gresik, East Java.
For customers, one of the most important questions is whether the Shell gas station network will disappear after changing owners.
The answer, based on the company’s plan, is no.
Shell stated that its brand will continue to be used in Indonesia through a licensing scheme. Fuel products are also planned to continue being supplied through Shell with maintained quality standards.
This means that the change in business ownership does not automatically cause all gas stations to change their names or stop providing service.
In a previous statement, the company also ensured that gas station operations would continue during the transition process, with customer service and loyalty programs maintained in accordance with applicable provisions.
However, there is a difference between gas stations that remain operational and those that have all types of fuel available for sale.
This second issue is what consumers still need to pay attention to.
Entering the end of October 2026, the Shell gas station network is still facing limited availability of several gasoline products.
Based on the official Shell fuel availability page updated on October 28, 2026, the product listed as available at a number of gas stations is Shell V-Power Diesel.
The list includes locations in Jakarta, Banten, West Java, and East Java, including several gas stations in the Surabaya, Bandung, Tangerang, and Greater Jakarta (Jabodetabek) areas.
Meanwhile, Shell Super, Shell V-Power, and Shell V-Power Nitro+ gasoline products are not yet listed as available products on the official list.
This condition shows that the transfer of business ownership cannot be used as a guarantee that all variants of Shell fuel will immediately become available again.
Previously, Shell also stated that the company was coordinating with the government regarding fuel import recommendations to meet supply needs in 2026.
For vehicle owners accustomed to using Shell Super or Shell V-Power, supply developments are a more urgent matter than changes in the company’s structure.
As of the latest verifiable information, there has been no definite date announced for the restoration of all Shell gasoline products in the Indonesian gas station network.
In addition to availability, fuel prices are a concern approaching the turn of the month.
Referring to the official price list from Shell effective since October 1, 2026, Shell V-Power Diesel is priced at Rp25,420 per liter.
That price is still listed in the company’s official update checked leading up to October 30, 2026.
Meanwhile, the prices for Shell Super, Shell V-Power, and Shell V-Power Nitro+ are not displayed on the same active price list, consistent with the unavailability of those gasoline products.
There is no basis to conclude that the change in management on October 30 will automatically result in an increase or decrease in fuel prices.
Subsequent price adjustments will need to refer to official company announcements, especially approaching the beginning of November 2026.
The change in ownership also brings adjustments to digital customer services.
In a notice sent to consumers, Shell explained that the management of Shell GO+ memberships will be transferred to PT Isla Energy Indonesia in accordance with applicable privacy policies.
Customers are also directed to use the Shell GO+ Indonesia application as part of the service management change.
This adjustment is important because the loyalty program is used by customers to access membership benefits and promotions available at the gas station network.
Users are advised to check the latest terms of service and privacy policy before continuing to use the application.
Meanwhile, a number of supporting services at gas stations, such as Shell Select, deli2go, workshops, and Shell Recharge, are still mentioned as available in the company’s official information.
The transfer of the gas station business does not mean that Shell is stopping all of its business activities in Indonesia.
The company continues to maintain its lubricant business, which has been one of its main activities in the domestic market.
In September 2026, Shell also announced the start of production at a grease manufacturing facility or Grease Manufacturing Plant in Indonesia with a capacity reaching 12 kilotons per year.
The facility complements Shell’s lubricant production activities that have been running in the Marunda area.
Meanwhile, the Sefas Group sees the acquisition of the gas station business as an opportunity to expand business activities from lubricant distribution to the energy retail sector.
Sefas Group CEO, Ricky Roesli, previously emphasized that local ownership is expected to be the foundation for broader business development.
“Local ownership provides a strong foundation for the next phase of business development.”
For consumers, the success of the transition will not only be seen from who manages the gas stations, but also from the new management’s ability to ensure fuel supply, maintain service quality, and provide certainty regarding product availability.
With the transfer scheduled to be effective on October 30, 2026, the next focus is on two things: confirmation of the transaction completion and when Shell gasoline products will be available normally again across the entire Shell gas station network in Indonesia.
