Peoples Security Bank & Trust Appoints Scott Campagna Chief Information Officer – citybiz

Peoples Financial Services Corp. (NASDAQ: PFIS), the parent company of Peoples Security Bank and Trust Company, has appointed Scott Campagna as Executive Vice President and Chief Information Officer, bringing more than 25 years of technology and business leadership experience to the community banking organization.
Campagna succeeds Susan Hubble, who will transition into the role of Senior Executive Advisor before retiring in April 2027 after more than 27 years with the Bank.
In his new position, Campagna will oversee the Bank’s technology strategy, focusing on operational efficiency, digital capabilities, artificial intelligence, data-driven decision-making, cybersecurity and regulatory compliance.
He will work alongside the executive leadership team to align technology investments with business priorities, improve customer experiences and strengthen the Bank’s operational resilience.
The appointment brings an executive with extensive experience in banking technology transformation and enterprise operations to Peoples Security Bank & Trust as financial institutions continue investing in digital infrastructure and technology-enabled services.
“Scott brings a strong combination of banking experience, technology leadership and operational expertise to Peoples Security Bank & Trust,” said Jerry Champi, President and CEO.
Champi said Campagna’s ability to integrate technology strategy with operational execution and governance will support the Bank’s efforts to improve efficiency, strengthen customer service and pursue long-term growth.
Before joining Peoples Security Bank & Trust, Campagna served as a strategic advisor and fractional Chief Information Officer through Primenet Systems.
In that capacity, he worked with organizations to modernize technology operations, align information technology strategies with business objectives and evaluate opportunities to use artificial intelligence to improve performance.
Previously, Campagna served as Chief Information Officer and Head of Operations at PeoplesBank, a Codorus Valley Company, based in York, Pennsylvania.
He subsequently served as Chief Information Officer of Orrstown Bank in Harrisburg, Pennsylvania, leading enterprise transformation initiatives during the period from 2016 to 2024.
His responsibilities included managing technology and operational functions within regulated banking environments, providing experience relevant to Peoples Security Bank & Trust’s technology modernization and compliance objectives.
Earlier in his career, Campagna held senior technology leadership positions at Fulton Financial Corporation and Armstrong World Industries.
He also gained experience at Danaher and GSK, broadening his background across financial services, manufacturing and other large organizational environments.
Campagna earned a Master of Business Administration in international business from Temple University’s Fox School of Business and a Bachelor of Science in business and engineering, with a concentration in computer science, from Drexel University.
He also holds Six Sigma Green Belt and Lean Practitioner certifications, reflecting training in process improvement and operational efficiency.
His appointment comes as Peoples Security Bank & Trust seeks to use technology to support business growth while maintaining the security, reliability and regulatory standards required of a financial institution.
The Bank’s technology priorities include strengthening information security, improving operational processes and evaluating artificial intelligence and data analytics applications that can support management decisions.
As Chief Information Officer, Campagna will be responsible for ensuring that technology initiatives produce measurable business value while supporting customer-facing services and internal operations.
“I’m excited to join Peoples Security Bank & Trust and work alongside a talented team committed to its customers and communities,” Campagna said.
He said he intends to build on the Bank’s existing technology foundation and use technology investments to support sustainable growth, customer service and long-term organizational value.
The leadership transition also marks the approaching retirement of Hubble, who has spent more than two decades helping oversee the Bank’s information technology operations.
Hubble joined the organization in November 1999 as a Systems Administrator and subsequently advanced through senior information technology leadership positions.
She was appointed Chief Information Officer in December 2019 and has served in that role during a period of continued change in banking technology and digital financial services.
Hubble will remain with the organization as Senior Executive Advisor to support the transfer of responsibilities and provide continuity through April 2027.
Her continued involvement is intended to facilitate the leadership transition while preserving institutional knowledge and supporting ongoing technology operations.
Peoples Financial Services Corp. is the holding company for Peoples Security Bank and Trust Company, an independent community bank serving retail and commercial customers across Pennsylvania, New Jersey and New York.
The Bank operates 40 full-service community banking offices across 13 counties in Pennsylvania, Middlesex County in New Jersey and Broome County in New York.
Its services include financial products for individuals, businesses, nonprofit organizations and government entities.
The organization emphasizes local decision-making, access to management and relationship-based banking services across its regional footprint.
For community banks operating across multiple markets, technology infrastructure plays an important role in supporting consistent customer service, secure transactions and efficient internal processes.
Campagna’s responsibilities will include balancing those operational requirements with opportunities to modernize systems and introduce new capabilities.
His background in banking operations, technology governance and enterprise transformation provides experience across the areas that will shape the Bank’s technology strategy.
With Campagna assuming the Chief Information Officer position and Hubble supporting the transition through her planned retirement, Peoples Security Bank & Trust is establishing the next phase of its technology leadership while maintaining continuity across its existing operations.
