JAKARTA – The KEHATI Foundation encourages national climate change policies to integrate biodiversity protection with the interests of the community, especially the most vulnerable groups to the impacts of the climate crisis.
Director of the KEHATI Foundation Program Rony Megawanto said that the balance between mitigation and adaptation strategies needs to be a concern in the preparation of climate change regulations, including the Climate Change Management Bill currently being discussed.
“This Climate Change Management Bill must be able to maintain a balance between mitigation and adaptation efforts,” said Rony in his statement in Jakarta, Saturday.
According to KEHATI, climate change has triggered various impacts, ranging from rising sea levels, drought, forest and land fires, floods, to the loss of biodiversity.
The impact is considered to be felt most heavily by indigenous people, poor people, people with disabilities, children, and other vulnerable groups.
This condition shows that there is a problem of climate justice. Groups of people who contribute to carbon emissions are relatively small but can face greater climate change impacts.
Mitigation and Adaptation Need to Walk in Balance
KEHATI also highlights the close relationship between climate change and biodiversity.
Biodiversity has an important role as a natural carbon sink. Conversely, climate change can accelerate ecosystem damage to increase the risk of extinction of various species.
The damage to the ecosystem could eventually worsen the impact of climate change and reduce the quality of life of the community.
On this basis, KEHATI together with researchers from the Bandung Institute of Technology (ITB), the National Research and Innovation Agency (BRIN), and the AKATIGA Social Analysis Center have compiled a policy brief entitled “Climate Change, Biodiversity, and Society: Critical Review and Recommendations for the Focus of Climate Policy in Indonesia”.
In the study, KEHATI identified four main gaps in national climate policy.
First, the fragmentation of climate change governance. Attention to climate issues is considered to be uneven across ministries/institutions and local governments.
Therefore, collaboration between the central government, local governments, civil society organizations, academics, and indigenous people is considered necessary to be strengthened.
Second, the issue of policy priorities and continuity. Climate policy is still more focused on mitigation, while adaptation strategies for vulnerable communities, coastal areas, and dry land agriculture have not received comparable attention and funding.
