Kuwait unveils media and digital strategy to support national Family Protection Program – Kuwait Times
KUWAIT: Protecting families is a shared national responsibility that requires coordinated action across government institutions, Minister of State for Communications and Information Technology and Acting Minister of Information and Culture Omar Al-Omar said. Speaking at the inaugural meeting of the government’s Family Protection Program, Al-Omar said the initiative reflects an integrated approach to government cooperation, bringing together multiple agencies to implement national projects with a direct impact on society.
The meeting was attended by Minister of Social Affairs, Family and Childhood Affairs Dr Amthal Al-Huwailah, Minister of Justice Nasser Al-Sumait, Minister of Awqaf and Islamic Affairs Dr Mohammad Al-Wasmi, and representatives of participating government entities. Al-Omar said family protection extends beyond the responsibilities of any single institution because it encompasses social, legal, educational, health, media and technological dimensions.
He stressed that the program’s success depends on a clear implementation plan, well-defined responsibilities for each participating authority and initiatives that are practical and aligned with the operational capabilities of government agencies. He called for moving beyond planning to implementation through measurable performance indicators that allow authorities to monitor progress, evaluate results and adjust initiatives when necessary.
The minister also stressed the importance of coordinating with relevant government bodies before developing new electronic platforms, urging agencies to make greater use of existing digital infrastructure, particularly the unified government services application, Sahel. Al-Omar said the Ministry of State for Communications and Information Technology stands ready to provide technical support by strengthening electronic connectivity and data exchange among government entities, helping improve service delivery to beneficiaries.
He proposed the development of an integrated digital platform for family protection complaints and reports that would not only receive submissions but also track their progress, identify the responsible authority and monitor actions taken until cases are resolved. According to Al-Omar, the data generated through such a platform would help produce analytical reports, measure institutional performance and demonstrate Kuwait’s commitment to family protection before international organizations and global indicators.
He also highlighted the importance of a comprehensive media strategy to support the program, saying it should provide unified public messaging, clear implementation mechanisms and effective awareness campaigns. The media, he said, is a key partner in promoting the program’s objectives, services and available support. Al-Omar commended the efforts of the Ministry of Social Affairs, the Ministry of Justice and other participating agencies in developing and overseeing the program. He also praised the leadership of Dr Al-Huwailah, Al-Sumait and Dr Al-Wasmi for supporting joint government initiatives.
During the meeting, the Ministry of Information presented its proposed media strategy for the Family Protection Program, aimed at unifying public messaging, strengthening awareness of the national family protection system and promoting values that support family stability. The strategy is built on four pillars — unified messaging, partnership, integration and performance measurement — with content to be delivered through traditional and digital media using practical, accessible and reassuring language.
The ministry also unveiled plans for a unified visual identity under the slogan “Protecting Every Home” and a single hashtag, “Kuwaiti Family,” to consolidate campaign activities and make information more accessible to the public. The media plan targets newly married couples, teenagers, young adults and parents with tailored awareness messages designed to provide guidance and support without relying on fear-based or preachy approaches.
Its implementation will include a nationwide awareness campaign, television and radio programming, digital content, infographics and cooperation with social media influencers and licensed news accounts, while adhering to approved media guidelines. The strategy also emphasizes protecting the privacy of victims and children, relying on official data sources and using clear, reassuring language to build public confidence. A unified digital platform will bring together all program initiatives and services, while performance will be measured through indicators including audience reach, public engagement, awareness levels and the number of beneficiaries. – KUNA
