U.S. Rep. Don Davis, D-Snow Hill, has joined Rep. Zachary Nunn, R-Iowa, to formally present H.R. 2109, the Cybersecurity for Rural Water Systems Act.
“Our agricultural communities and rural water systems are critical to our national defense, and I’m glad to introduce this essential bipartisan legislation that delivers security for rural America,” Davis said of the March 19 legislation. “We must ensure our water systems that rural communities and farmers rely on have the necessary protections to successfully guard against cyberattacks.”
The bill seeks to amplify the current rural water circuit rider program by including cybersecurity technical assistance and funding that would allow a dedicated cybersecurity circuit rider for all 50 states — expertise that will provide services to ensure water systems’ safety.
“The reality is that Iowa’s water supply is vulnerable. A single cyberattack would have a devastating impact across our rural communities, making it a priority to safeguard our water systems and deliver security for Iowans,” Nunn said of his state’s current infrastructure readiness. “This bipartisan bill would provide critical resources to prevent cyberattacks and bolster cyber-defenses so that all Iowans can rest easy at night knowing our water supply is safe.”
The introduction drew a positive review from National Rural Water Association CEO Matt Holmes, who said the action “ … will deliver on-site training and technical assistance to rural utilities across our nation that lack the technical, financial and managerial resources and in-house expertise to defend themselves from cyber threats. On behalf of our 31,000 utility members, NRWA is grateful for Rep. Donald Davis’ leadership and efforts on this important legislation.”
Now in his second term, Davis serves the 119th Congress as ranking member of the House Agriculture Subcommittee on Commodity Markets, Digital Assets and Rural Development.
