Flood control structure in CDO damaged by #BasyangPH ordered fixed – GMA Network

A portion of a flood control structure at the Cugman River in Barangay Tablon, Cagayan de Oro City was damaged during the onslaught of #BasyangPH.
In a Facebook post, Cagayan de Oro City Second District Rep. Rufus Rodriguez said he coordinated with the Department of Public Works and Highways 2nd District Engineering Office (DEO) after the incident was reported to him.
District Engineer JP Lisondra reportedly told Rodriguez that the damage was caused by the unexpected raging floodwaters that entered on the land side portion of the structure.
“He further explained that the strong pressure of river water on the land side damaged the concrete facing of the flood control structure. The water entered the gap or unfunded/unconstructed section of the upstream portion of the dike. The incoming water was divided, with part flowing along the River toward the Butuan–Cagayan–Iligan Road (BCIR) and part toward the land side of the flood control structure,” Rodriguez said.
The water also reportedly carried mud, soil, and debris, which added to the pressure on the structure and contributed to the damage.
Lisondra also clarified that the foundation of the structure remains intact and stable, and that only 80 meters of the concrete facing was damaged.
The district engineer assured that the project underwent thorough monitoring during implementation and complied with the specifications of its contract.
Rodriguez said this is the only flood control structure implemented by the DPWH 2nd DEO that was affected.
Rodriguez has already requested the contractor and the DPWH 2nd DEO to submit a written report within 10 days.
The lawmaker said the district engineer told him that the contractor is reportedly willing to undertake the necessary repairs with no additional expense on the part of the government starting February 7, 2026.
The repair works are expected to be completed within three to four weeks.
“It is important to note that there is no approved budget for the flood control project for 2026. The DPWH, however, is hopeful that budget for the gap or unfunded section will be restored in 2027 to prevent the spillover of Cugman River into the land-side or rear portion of the structure, helping to avoid similar incidents in the future,” Rodriguez said.
