Indonesia: New Regulation Strengthens Children’s Cybersecurity – OpenGov Asia

Indonesia has taken a significant step toward safeguarding children in the digital space with the ratification of the Government Regulation on the Governance of the Implementation of Electronic Systems in Child Protection. Signed by President Prabowo Subianto, the regulation aims to limit children’s social media use and restrict access to harmful digital content, reflecting the nation’s commitment to protecting its young citizens from the negative effects of technology.
The president formally announced the regulation on Friday at Merdeka Palace, in the presence of elementary, junior high, and high school students, teacher representatives, and child protection advocates. He emphasised the importance of ensuring Indonesian children grow in a healthy and safe digital environment.
“We must take action to protect our children. This initiative aligns with efforts made by other nations to safeguard their youth in the digital age,” President Prabowo stated.
The regulation was drafted based on recommendations from Communication and Digital Minister Meutya Hafid, who first presented the plan on January 13, 2025. Minister Hafid highlighted the extensive consultations involved, including seven focus group discussions and over 200 inputs from various stakeholders, both domestically and internationally.
Ministries and institutions such as the Coordinating Ministry for Political and Security Affairs, the Coordinating Ministry for Human Development and Culture, the Ministry of Women’s Empowerment and Child Protection, and key child advocacy organisations, including the Indonesian Child Protection Commission (KPAI), UNICEF, and Save the Children, contributed to the development of the regulation.
President Prabowo underscored the dual nature of digital technology, noting its potential for both progress and harm. He cautioned of the dangers posed by unregulated digital content, which could negatively impact children’s morals, psychology, and character.
“Our children must grow up creatively, be physically and mentally healthy, and develop into independent and optimistic individuals. If left unchecked, the rapid spread of harmful digital content poses a serious risk,” he cautioned.
The need for child protection in the digital realm has become increasingly urgent, with studies showing rising cases of cyberbullying, online exploitation, and exposure to inappropriate content. Recognising these threats, the Indonesian government took a collaborative approach in formulating the regulation.
Minister Hafid expressed her gratitude to the various ministries, institutions, and child protection organisations that contributed to its development. She stressed that the regulation is a result of collective efforts to create a safer digital environment for Indonesian children.
The regulation introduces measures that will require social media platforms and digital service providers to enforce stricter age verification processes and implement content filtering mechanisms.
Additionally, educational institutions will be encouraged to promote digital literacy programs to equip children with the skills needed to navigate online spaces safely. The regulation also includes provisions for parental controls and monitoring tools, ensuring that guardians have more control over their children’s online activities.
Furthermore, online platforms will be mandated to provide clearer guidelines on reporting harmful content and ensuring swift action against violations. Schools and community organisations will be encouraged to conduct workshops and awareness campaigns on online safety, empowering both children and parents with the necessary knowledge. Authorities will also work closely with digital platforms to enhance enforcement and prevent exposure to dangerous materials.
The president reiterated that protecting children from the ill effects of digital technology is a shared responsibility. “This is the work of all of you. I heard your suggestions, and today we realise real protection for Indonesian children,” he stated.
This regulation reinforces Indonesia’s commitment to creating a safer and more inclusive digital environment for children. By addressing online risks and promoting responsible digital engagement, Indonesia joins the global effort to protect children from unregulated technology while fostering a secure and empowering digital landscape for future generations.
