The QRA (quick, real-operation-based, adaptable) Cyber ​​​​Phalanx 2024 exercise, developed by the European Defence Agency (EDA) with the support of the private contractor IABG and the Eunavfor Med Irini Ohq staff, has been successfully concluded at the IRINI (OHQ) Operational Headquarters, the operation whose main task is to implement the arms embargo to and from Libya. The exercise is part of the pilot project designed to improve cyber awareness and strengthen strategic decision-making as part of the EU’s broader efforts to strengthen its cyber security capabilities.



Over the last three days, participants engaged in a series of simulated scenarios to refine their threat detection and response strategies, with a focus on improving internal procedures and organisational coordination. The exercise provided valuable insights to improve cyber resilience and preparedness within the operational framework, the IRINI mission website states. As a pilot project, QRA Cyber ​​​​Phalanx 2024 has proven instrumental in underlining the importance of fostering a strong cyber culture within IRINI HQ. The knowledge and experience gained from this exercise will lay the foundation for similar initiatives in other EU headquarters, supporting the objectives of the EU Strategic Compass and Maritime Security Strategy in the field of cyber security. These efforts are a key part of the EU’s Common Security and Defence Policy (CSDP) approach to strengthening its collective cyber resilience.
